About this opportunity
The Oregon Department of Early Learning and Care is requesting quotes for an Early Learning Hubs Consultant to administer statewide components of Oregon's 16 regional Early Learning Hub system, with quotes due August 14, 2026 at 2:00 PM PT. Questions are due August 3, 2026 and answers will be provided approximately August 5.
Offerors must demonstrate at least five years of experience in early childhood, human services, education, or public-sector program administration, with demonstrated experience supporting cross-sector partnerships, equity-driven initiatives, program monitoring and compliance, operational systems development, technical assistance, and stakeholder engagement. A bachelor's degree or higher in behavioral or social sciences, business or public administration, or related field with four years of professional-level evaluative and analytical work is preferred.
The consultant will provide technical assistance, develop and maintain system procedures, monitor program activities and deliverables, support funding and performance processes, and represent the program in communications and partner interactions across the hub network. Deliverables include a proposed approach and methodology, draft Statement of Work, completed Price Offer form, organization and personnel information with resumes for Key Persons not exceeding two pages each, and three professional references using the provided Reference Check Form.
The contract value shall not exceed $249,999 with compensation structured as milestone payments over ten months. The initial term runs through June 30, 2027, with one award anticipated. Evaluation uses a two-tier approach: Tier 1 assesses written offers based on experience and capabilities (75 points), scope of services (125 points), references (25 points), and price (50 points); Tier 2 may involve presentations or interviews. Affected offerors have seven calendar days from Intent to Award notice to file a written protest. Commitments made during evaluation are binding; responses contingent upon acceptance of additional terms and conditions may be rejected.
