About this opportunity

The Georgia Department of Human Services cancelled RFP DHS0000254 for Early Intervention Support Services on December 22, 2017, after initially posting the solicitation on January 30, 2017 with a March 15, 2017 proposal due date. The Department will reissue the solicitation following a significant change in the Co-Star Manual that requires revision of all RFP requirements, documents, and cost proposals.

The original scope encompassed in-home preventive support and parent education services for families with indicators of problematic family functioning, designed to prevent escalation to Child Protective Services involvement. Services included instruction in positive discipline techniques, age-appropriate child development skills and milestones, positive parent-child interaction, homemaking and budgetary skills development, and community resource navigation and access. The services model was voluntary for participating families, and the contractor was required to encourage family participation in programs.

All suppliers who submitted materials under the cancelled solicitation must respond to the reissued RFP to be considered for award. The Department will post the revised solicitation to the Georgia Procurement Registry.

The goal of Early Intervention services is to provide preventive support and parent education to families with indicators of problematic family functioning that could possibly escalate up to the level of Child Protective Services (CPS). The Department is seeking contractors who can assist parents with parenting techniques such as developing and practicing positive discipline techniques, learning age-appropriate child development skills and milestones, promoting positive play and interaction between parents and children, developing homemaking and budgetary skills, and locating and accessing community services and supports, and practicing child prevention strategies. These services should be provided in the home and should focus on enhancing parenting practices and behaviors, however these services are voluntary for the families and the contractor must be able encourage family¿s participation in their programs.
