About this opportunity
Miami-Dade County's Seaport Department is requesting proposals for management, financial consulting, and bond engineering services under Notice to Professional Consultants E26SP01, with proposals due September 21, 2026 at 2:00 PM local time. All responding firms must be pre-qualified and technically certified by Miami-Dade County prior to proposal submission — a mandatory gating requirement. A Small Business Enterprise goal of 4% A/E participation applies.
The scope encompasses facility inspections and condition reporting; annual bond engineering reports with recommendations, evaluations, rate studies, and feasibility studies; 40-year certification reports; design and capital-project reviews; value analysis studies with life-cycle costing; and management financial consulting services representing 40% of the contract amount, including revenue feasibility evaluations, bond issuance participation, due diligence, rate-covenant compliance reviews, and long-term financial projections. The County seeks one qualified consultant or team of firms to serve as prime with up to 19 sub-consultants. Required A/E technical certifications span Port and Waterway Systems Engineering Design, Architecture, Highway Systems Underwater Engineering Inspection, Port and Waterway Systems Architectural Design, General Structural Engineering, General Mechanical Engineering, General Electrical Engineering, General Civil Engineering, and Value Analysis and Life-Cycle Costing for Port and Waterway Systems. Preferred qualifications include demonstrated underwater engineering inspection on deepwater bulkheads, experience with comparable-sized revenue-generating government entities, and 10 years of experience with debt issuances exceeding $100 million.
The estimated contract value is $4 million exclusive of contingencies, effective for five years with no guaranteed minimum work. Pricing will be negotiated post-award. The pre-submittal project briefing is August 26, 2026 at 2:00 PM in Miami. Questions are due August 28, 2026 at 2:00 PM. Contractors must comply with E-Verify requirements, a 0.25% Inspector General audit fee, and local preference provisions under County ordinances.
