About this opportunity
The Maryland Department of Veterans & Military Families is requesting bids for columbarium installation at Cheltenham State Veterans Cemetery under a Small Business Reserve procurement, with bids due September 25, 2026 and a mandatory site visit September 9–11. This solicitation is limited to certified small businesses meeting Maryland's statutory requirements — a decision-flipping set-aside that restricts competition to SBR-qualified vendors.
The scope covers installation of one precast reinforced concrete columbarium unit at 11301 Crain Highway, Cheltenham, Maryland 20623, including site preparation, excavation, grading, foundation and concrete work (minimum 4,000 PSI compressive strength), drainage system installation, precast unit installation, and niche panel installation and numbering. The contractor must comply with National Cemetery Administration operational standards for columbarium management and must guarantee all work free from defects for two years following final acceptance.
Bidders must demonstrate three years of experience under their current business name and provide three or more references from the past three years. The contractor must obtain commercial general liability insurance with a $1,000,000 per-occurrence limit and $2,000,000 general aggregate, workers' compensation as required by Maryland, and a $2,000,000 umbrella policy. The contract term is one year with no renewal options. Award is made to the responsive and responsible bidder with the lowest bid price; the Department is exempt from Maryland Sales and Use Taxes. Payment is due no later than 30 days after receipt of proper invoices submitted by the tenth day following service completion.
Questions are due September 16, 2026 at 12:00 p.m. EDT. Bids must be submitted via eMaryland Marketplace (eMMA). A Conflict of Interest Affidavit executed under penalties of perjury must accompany all bids.
