About this opportunity
The Washington Metropolitan Area Transit Authority is requesting quotations for one-time repair of an overhead crane hoist at the Dulles Railyard, Building F, with quotes due September 23, 2026. This is a Small Business Enterprise (SBE) set-aside under the District of Columbia SBE Program — only pre-certified SBE firms are eligible for award.
The scope requires restoration of crane hoist SN 16059 to full operational condition through replacement of failed components, including the hoist motor, encoder, brake, reversing contactors, and associated electrical components using OEM-approved DEMAG parts. Work must be performed by a minimum of two qualified hoist mechanics across a maximum of three days on-site with minimal disruption to WMATA operations. WMATA will provide an articulated boom lift, lifting rack, 35-foot telehandler, and an on-site escort serving as acceptance authority. The awarded vendor must provide a project completion schedule within five days of award notification.
The contract value does not exceed $350,000 under simplified acquisition procedures. The contract period is one year from the date of award or until the maximum amount is met. All work is warranted for one year from final acceptance, with the contractor responsible for correcting deficiencies at no cost to WMATA. The price schedule requires an itemized breakdown including parts replacement costs and labor for 48 hours (two personnel, three days), with freight included under F.O.B. Destination terms.
Award will be made to the responsive, lowest-priced quote from a responsible contractor. Vendors must register in the WMATA Vendor Registration System prior to submission. Background checks are required for all personnel accessing WMATA property. Contractor shall maintain comprehensive insurance including workers' compensation, commercial general liability, and business auto liability, with WMATA and its Board of Directors named as additional insureds. A 90-calendar-day minimum acceptance period is required from the RFQ due date.
