About this opportunity
The California Department of General Services, Real Estate Services Division, is requesting qualifications for architectural and engineering design services for the DSH Patton State Hospital Electrical Infrastructure Upgrade project in San Bernardino County, with Statements of Qualifications due October 16, 2026 at 5:00 p.m.
The scope encompasses professional design services for a two-phase electrical infrastructure overhaul at the 293-acre Patton State Hospital campus: Phase A focuses on emergency power generation upgrades to supply a minimum of 125 percent of current campus electrical power consumption; Phase B addresses building-level electrical distribution upgrades including modification of existing 5KV switchgear and distribution equipment and low-voltage system upgrades. All work must be performed under and approved by a design professional licensed in California. Design deliverables include reports, assessments, studies, preliminary plans, working drawings, performance criteria, cost estimates, bidding solicitation support, and construction support.
The estimated construction cost is approximately $49.7 million, with an estimated contract duration of seven years. Evaluation will rank firms on nine criteria: firm experience, principal qualifications, key personnel expertise, resource availability, collaboration capabilities, problem-solving abilities, public works experience, regulatory knowledge, and cost estimating proficiency. The three highest-scoring firms will advance to oral interviews, with one firm selected for fee proposal negotiations.
Selected firms must comply with California prevailing wage requirements, register as public works contractors with the Department of Industrial Relations, and submit electronic certified payroll reports as applicable. The State will hold 10 percent retention on progress payments, with amounts exceeding $10,000 placed in escrow if retention continues beyond 60 days after phase completion. Firms and subcontractors are precluded from participating in any construction or competitively bid contract work on the project. Mandatory submissions include California business registration documentation, professional licensing verification, DIR registration, civil rights certifications, and declarations regarding Darfur and Iran contracting act compliance. Bidders must disclose any intended use of Generative Artificial Intelligence in contract performance, with non-disclosure potentially resulting in disqualification. The State encourages Small Business and Disabled Veteran Business Enterprise participation, though no scoring preference can be given to small businesses under professional services contracting law.
