Preproposal requests for information are due October 19, 2026. The project is located on Camp Pendleton Marine Corps Base and requires compliance with applicable federal requirements and DBIDS access procedures.
The scope encompasses continuous inspection services across preconstruction, construction, and postconstruction phases for approximately 16,687 square feet of multipurpose building construction (masonry gymnasium and wood-framed accessory areas with structural-steel roof framing) and approximately 24,653 square feet of two-story classroom building, plus a 525-square-foot Welcome Center and site improvements including play areas, outdoor plaza, EV charging, grading, drainage, utilities, paving, landscaping, and stormwater facilities. The selected firm must provide a DSA-approved Class 1 Project Inspector with continuous coverage, performing approximately 40 preconstruction hours, 4,952 construction phase hours, 80 weekend work hours, and 180 postconstruction and DSA closeout hours. Services include preconstruction document review; startup meetings and DSA box administration; daily reports with photographs and references; noncompliance tracking; coordination of special inspection, materials testing, geotechnical services, and off-site fabrication inspection; weekly OAC meeting attendance; and delivery of indexed closeout records.
The estimated construction budget is $45 million with construction anticipated from June 2027 through August 2029, subject to DSA approval. The contract extends through postconstruction services and DSA closeout, with potential extension upon mutual written agreement for up to five years total. Fee proposals must include hourly rates for 2027, 2028, and 2029 covering standard work, overtime, and holiday coverage, plus travel costs, with payment based on actual authorized services at contracted rates subject to a not-to-exceed amount.
Insurance requirements include $1 million combined single-limit general liability and automobile coverage, $5 million professional liability coverage including employment practices, and $1 million aggregate Sexual Abuse and Molestation coverage. Evaluation is weighted as follows: firm qualifications and comparable experience (25 points), proposed personnel, certifications, and availability (35 points), technical approach, reporting, and closeout (25 points), fee reasonableness and cost control (20 points), and references and proposal responsiveness (25 points). The District anticipates announcing the selection during the week of October 26, 2026.
