The City of Lakeland is requesting proposals for drug and alcohol testing services citywide across all municipal departments and work locations, with proposals due July 31, 2026. The contract will be awarded based on best value to the City rather than price alone, and pursuant to the Florida Interlocal Cooperation Act, the resulting contract may be utilized by other qualified public agencies throughout Florida. The scope encompasses DOT and non-DOT drug screens, DOT and non-DOT alcohol testing, on-site after-hours testing, on-site random testing, reasonable suspicion testing, post-accident testing, and random selection process administration. The selected firm must demonstrate knowledge of the Florida Drug-Free Workplace Act (F.S. 440.101 and 440.102) and all applicable federal, state, local, and City laws and practices, and must adhere to the City's Drug-Free Workplace & Mandatory Testing Policy. The policy requires testing of a minimum of 50 percent of employees in mandatory and special-risk positions throughout the calendar year, and 25 percent of CDL and gas transmission line employees as required by federal statute. The firm must maintain confidentiality, provide 24/7/365 availability with designated points of contact, and deliver test results within typical timeframes. Experience with large government agencies exceeding 1,800 employees is preferred. Proposers must submit a minimum of three client references from government agencies, preferably with over 1,800 employees, demonstrating prior experience providing these services. The City will conduct reference checks as part of the evaluation process. All proposals must include completed responses to a detailed questionnaire covering years of experience, technical capabilities including Salvia testing, quality assurance measures, regulatory compliance protocols, data protection procedures, and after-hours collection capabilities and turnaround times. The awarded contractor must execute indemnification agreements protecting the City and its officers and employees from claims and liabilities arising from contractor negligence or breach. The contractor must also complete a Human Trafficking Affidavit certifying compliance with Section 787.06(14) of the Florida Statutes and affirming that neither the contractor nor its subsidiaries or affiliates use coercion for labor or services.
