About this opportunity
Southwestern Community College is requesting proposals for design and installation of a paved driver training range facility at the Jerry Sutton Public Safety Training Center in Franklin, North Carolina, with proposals due July 27, 2026 at 3 p.m. A mandatory pre-proposal site visit is scheduled for July 8, 2026, and written questions are due July 15, 2026 before 5 p.m.
The scope covers furnishing, delivering, installing, and commissioning approximately 26,000 square yards of paved training surface to support the college's Commercial Driver's License truck driving school, Law Enforcement Driver Training program, and motorcycle safety courses. The work includes complete site preparation, cleaning, tack coat application, minimum 2-inch asphalt binder course, 1-inch asphalt surface topper, proper grading with cross-slope for drainage, and final commissioning with third-party inspection and testing. The facility must deliver robust load-bearing capacity, proper water drainage, and skid resistance, and comply with the Americans with Disabilities Act, North Carolina Building Code, NCDOT specifications, and AASHTO design standards.
The preferred paving window is August 10–23, 2026, with an alternative window of September 21–October 4, 2026, prior to the October 13 CDL class start date. This is a one-time purchase with no renewal options. The total project price must include all materials, labor, equipment, supervision, transportation (FOB Destination within North Carolina), inspection and testing coordination, training for maintenance personnel, and comprehensive documentation.
Proposals will be evaluated on compliance with applicable codes and standards, vendor experience with similar public and private sector projects, financial stability, and quality of the technical approach addressing heavy vehicle engineering, safety surface finish, and campus coordination logistics. Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal, comply with E-Verify requirements, Executive Order 24 regarding fair employment practices, and all conflict-of-interest and ethics certifications. Southwestern Community College reserves the right to reject any and all proposals, make separate awards to different vendors, or cancel the RFP in its entirety.
