About this opportunity
The Ohio Department of Rehabilitation and Correction is requesting proposals for emergency and non-emergency local ambulance services at Southeastern Correctional Institution, with proposals due July 24, 2026.
The contractor must guarantee emergency medical transportation within a fifteen-minute response time, measured from initial dispatch call to unit arrival on location as recorded by the Institution. The scope covers all emergency and non-emergency inmate transportation to local-area hospitals and to The Ohio State University Medical Center or Corrections Medical Center, including all disposable medical supplies, basic life support (BLS), and advanced life support (ALS) services. The Institution will contact the contractor for all inmate medical transportation needs.
If the contractor cannot meet the fifteen-minute response requirement at any point, the contractor must arrange alternative ambulance service, document the call as if the contractor provided the service, contact the backup provider to respond and transport, bill the Institution at the contracted rate, and pay the alternative service provider directly out of pocket. The Institution will not reimburse any other agency for services provided, contingent on the contractor having had the opportunity to run the call.
Pricing must be submitted separately for BLS and ALS services for local hospital transports and for transports to The Ohio State University Medical Center or Corrections Medical Center. Vendors respond through Ohio Buys, the state procurement platform. The source does not disclose the contract term, estimated value, incumbent contractor, evaluation criteria, set-aside or preference programs, or site-visit and question-deadline dates.

ODRC is seeking proposals to identify a vendor to provide the items listed below in the quantities identified in Ohio Buys. i) The Contractor must ensure that emergency medical transportation is provided within response time of fifteen minutes or less as location allows. This is measured from the time of the initial call into dispatch until the unit marks as being on location, as maintained by the Institution. The Institution(s) will only need to call the Contractor for all inmate medical transportation needs. If at any time the Contractor cannot provide emergency transportation within an acceptable time frame, the Contractor agrees to:
- Document the information provided as if the Contractor were performing the "emergency" response.
- Call another ambulance service that can provide the same level of service to respond to the emergency and transport to hospital.
- Bill the Institution(s) the amount indicated in this Agreement and pay the agency that performed the service for the Contractor. The Institution(s) will not reimburse any other agency for providing the service, providing the Contractor had the opportunity to run the call per the provisions of this contract.
