About this opportunity
The City of Jacksonville, Florida is soliciting bids for an annual Drainage System Rehabilitation (DSR) continuing unit-price construction contract with proposals due October 15, 2026, and a pre-bid conference on September 22 via Microsoft Teams. A 20 percent participation goal for Jacksonville Small and Emerging Businesses (JSEBs) applies.
Work encompasses rehabilitation, repair, replacement, reconstruction, and new construction of stormwater drainage systems and associated roadway, utility, and site improvements at locations throughout Duval County — including City streets, rights-of-way, easements, stormwater facilities, outfalls, ditches, ponds, City-owned property, and private property with appropriate legal access. The City does not guarantee geographically uniform work distribution. Work will be assigned through individual City-issued purchase orders with project-specific scopes of work. All unit prices must include freight, delivery, handling, and applicable sales taxes. Bidders must submit pricing through the City's 1Cloud e-procurement system on downloadable spreadsheet forms without altering item descriptions or quantities.
The contract term is two years with three optional one-year renewal periods for a maximum potential term of five years. Unit prices remain firm during the initial two-year term; price adjustment requests are permitted at each renewal subject to City review, negotiation, and approval.
Contractors must demonstrate experience on comparable stormwater drainage and roadway restoration projects and provide evidence of sufficient organization, capital, equipment, and management capacity to perform multiple work orders concurrently, including the ability to maintain up to three complete and independent drainage crews. Performance bonds and payment bonds equal to 100 percent of the contract amount are required within ten days of award notification. Bid security is not required. The City reserves the right to purchase directly materials costing $100,000 or more for non-JSEB suppliers and $10,000 or more for JSEB suppliers, with the contractor responsible for coordination, storage, and incorporation. Questions are due October 9, 2026. Bid responses must remain valid for 120 calendar days after bid opening.
