About this opportunity
Palm Beach County, Florida is requesting bids on a Drainage Improvements/Repairs and Minor Continuing Services Construction Contract (Project 2026056) on a work-order basis, with bids due September 8, 2026 at 2:00 p.m. at the Engineering and Public Works Department, 2300 North Jog Road, West Palm Beach. A Small Business Enterprise (SBE) subcontracting participation goal of 15 percent applies. A non-mandatory pre-bid meeting is scheduled for August 20, 2026 at 2:00 p.m., with a Webex option available.
This is a continuing services contract, not a single defined project. Work orders will be issued on an as-needed basis across Palm Beach County for drainage infrastructure improvements, repairs, and minor construction. The scope encompasses 119 pay items across six major categories: emergency response services, roadway work (asphalt removal and base preparation), drainage infrastructure (storm sewer cleaning, inlets, manholes, pipe culverts in various materials and sizes), concrete work (curbing and sidewalks), landscaping, and miscellaneous items. All maintenance of traffic, mobilization, and clearing and grubbing are incidental to unit prices.
The contractor must maintain a 40 percent minimum performance threshold using its own workforce and cannot sublet, transfer, or assign the contract without Department consent. The contract term is eighteen months from Board approval, with an option to extend to a maximum of thirty-six months total. A maximum spending limit is established on page C-1 of the contract documents, modifiable only by written amendment. Contractors must comply with E-Verify, obtain bonding and insurance naming Palm Beach County as additional insured, and register in the County's Vendor Self Service system before award. Incentive payments are available upon project completion: up to $100,000 for apprentice wage expenditures exceeding $25,000 ($200,000 for projects exceeding $20 million), and up to $100,000 for hiring qualifying Glades area residents. Bidders must submit a Qualifications and Experience Package documenting at least two similar projects completed within the last five years, key staff resumes, and equipment schedules or rental letters. Questions are submitted via the RFI form to ENG-RoadwayBids@PBC.GOV.
