About this opportunity
The Texas Department of Public Safety is requesting bids for lawn maintenance services at its Bryan office, 2571 North Earl Rudder Freeway, Bryan, Texas 77803, under IFB 405-26R0025782, with bids due August 31, 2026, at 5:00 p.m. CT. A pre-bid site visit is scheduled for August 18, 2026, at 11:00 a.m. CT and is strongly encouraged.
The scope encompasses approximately 1.5 acres of grounds maintenance at a single facility. Required services include mowing (grass maintained no higher than three inches, maximum 26 mows per 12-month period), edging and trimming (curbs, sidewalks, parking areas, vegetation), and debris removal from lawns, flower beds, sidewalks, curbs, and parking lots. The contractor must perform these services at each visit. Periodic services requested by the Contract Monitor may include weed killer applications (maximum six per year), fertilization or winterization (maximum three per year), and pre- and post-emergent treatments (maximum three per year). The contractor furnishes all equipment, tools, and supplies and is responsible for repairs and replacements of property damaged during service performance within two weeks at no additional cost to DPS. Payment is prorated: mowing at 50 percent of the monthly service fee, edging and trimming at 25 percent, and debris removal at 25 percent; periodic services are valued at 20 percent each if requested and performed.
The contract term is five years from the effective date, with DPS retaining the right to extend for an additional six-month period for re-advertising or transition purposes. DPS guarantees no minimum compensation on an as-needed, as-requested basis. Bidders must submit comprehensive pricing on the Mandatory Pricing Schedule covering all costs, fees, and expenses for service delivery. Contract award is anticipated September 4, 2026. Written questions are due August 19, 2026, at 5:00 p.m. CT, with answers anticipated by August 21, 2026. Bids are valid for 180 days following solicitation opening. Evaluation follows the best value standard under Texas Government Code 2156.007, with consideration of past performance, vendor performance tracking scores, and reference checks. Bidders must submit evidence of financial resources and stability (audited financial statements for the last two years or a Dun & Bradstreet Business Information Report), the AP-152 Form, W-9, Information and Certifications Form, and a Verification of Experience form documenting qualifications on similar projects within the past five years. Contractor personnel may be required to undergo fingerprint-based criminal history background investigations at the contractor's expense.
