The contractor must hold a State of California C27 landscape maintenance license and have a minimum of two years' experience providing services for large-scale commercial or governmental agencies; no subcontracting of maintenance services or pesticide applications is permitted.
The scope encompasses general horticultural maintenance, integrated pest management (IPM), manual and automatic irrigation operation, landscape area cleanup, irrigation system repairs, and plant material replacement. Specific work includes turf maintenance (mowing, edging, fertilization), tree and shrub pruning and disease control, ground cover maintenance, debris removal, irrigation system testing and monitoring, and chemical application for weed and pest control. All work must comply with the City's Landscape Maintenance Services General Specifications and Provisions (LS20, April 2020).
Staffing requirements include a full-time management representative, on-site field supervisors, at least one full-time irrigation specialist capable of CalSense Smart controller operation, and at least one employee holding a Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. The contractor must maintain a 24-hour emergency contact line with 15-minute callback response capability and respond to emergencies within 30 minutes.
Work hours are 7:30 a.m. to 4:00 p.m. Monday through Friday, with 8:30 a.m. to 3:30 p.m. on Primary Streets; weekend work requires prior approval. The City's Streetscapes Maintenance Inspector conducts weekly performance inspections. Contractors receiving "Needs Improvement" ratings have seven calendar days to cure; "Unsatisfactory" ratings require 48-hour correction. Two consecutive unsatisfactory ratings result in a two-week fee deduction; "Failure to Comply" may trigger contract termination and a one-year non-responsible designation. Payment is conditioned on satisfactory service delivery and withheld for nonconforming work.
