About this opportunity

The City of Palo Alto's Public Works-Engineering Services Department is requesting proposals for construction management services on a downtown parking garage project (RFP #198480), with proposals due August 26, 2026 at 3:00 PM and questions due August 14, 2026 at 1:00 PM.

The scope spans design-phase and construction-phase services for a six-level, approximately 265-space parking structure at Parking Lot D (375 Hamilton Avenue) with site improvements including pedestrian circulation, plaza work, landscaping, lighting, electric vehicle charging, bicycle parking, and photovoltaic infrastructure, plus utility relocation in a constrained downtown environment. The Construction Manager serves as the primary coordination interface among the City, design team, contractor, and consultants, and coordinates with City departments including Public Works, Transportation, Planning, Utilities, and Facilities. Deliverables include cost estimating, constructability review, scheduling, procurement support, construction administration, and project closeout.

Minimum firm qualifications require ten years of construction management experience on public agency capital improvements and demonstrated experience on at least three comparable public-sector projects within the past ten years. The proposed Project Executive must have a minimum of 20 years of construction management experience and have served as Project Manager on at least three comparable public-sector projects; the proposed Field Project Manager must have at least 15 years of construction experience and experience on at least two comparable projects. Proposers must submit audited financial statements, reviewed financial statements for two years, a letter of good standing from a credible financial institution or certified public accountant, or a Dun & Bradstreet Business Information Report prepared within the last 12 months.

The contract is structured as a Not-To-Exceed Budget Per Task agreement with progress payments based on percentage of project completion. The City will not accept proposals with upfront payment or deposit requirements. Construction documents are due by January 2027, building permit issuance anticipated March 2027, general contractor solicitation March through September 2027, and construction September 2027 through February 2029.

Evaluation occurs in two rounds: round one uses proposal quality (15%), proposed solution (20%), experience (25%), cost (10%), financial condition (3%), timely performance (3%), prior government agency performance (15%), ongoing services capability (2%), compliance (2%), and innovation (5%); highest-scoring proposers advance to mandatory oral interviews where cost is weighted at 10% and other criteria at 90%. Proposals must be submitted electronically through the City's OpenGov procurement system. Contact Steven Dimter, Contracts Administrator, at steven.dimter@paloalto.gov or (650) 838-2716.
