About this opportunity
The City of Melissa, Texas is requesting sealed bids for reconstruction of approximately 3,600 linear feet of Downtown CMU Streets (Central Street, Cooper Street, Fannin Road, Harrison Street, and Red River Street) including drainage, sewer, water, lighting, landscape, and hardscape improvements, with bids due June 2, 2026 at 2:00 p.m. Bidders must be recorded planholders to be eligible for award.
The scope encompasses removal and disposal of existing pavements (gravel, asphalt, and concrete); installation of new water and sanitary sewer lines with specified pipe sizes; storm drainage infrastructure with reinforced concrete pipe and precast structures; concrete pavement at multiple thickness specifications; electrical conduit and lighting installations; and extensive landscaping including trees, shrubs, perennials, and irrigation systems. Construction specifications are prepared by WSB Engineering and incorporate the Public Works Construction Standards published by the North Central Texas Council of Governments (latest edition) and TxDOT's Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges (2024 Edition).
Work must commence within 10 calendar days of Notice to Proceed, with completion within a contractor-proposed number of calendar days. Bid security of not less than 5 percent of the maximum bid price is required in the form of a cashier's check, certified check, or bid bond. Performance and Payment Bonds are required upon contract award.
Evaluation is based on qualifications, bid prices, and proposed schedule, with award to the lowest responsible bidder. Contractors must submit OSHA safety records for the past three years and complete a comprehensive qualification questionnaire addressing litigation history, bond claims, contract defaults, payment delinquencies, current workload, and key personnel including a proposed registered professional land surveyor. An optional pre-bid meeting is scheduled for May 5, 2026 at 2:00 p.m. at City of Melissa City Hall. Sealed bids are due at the City Secretary's office (3411 Barker Avenue, Melissa, Texas 75454), with public bid opening and reading at 2:02 p.m. the same day.
