About this opportunity
The Louisiana Department of Transportation and Development is requesting sealed bids for aviation lights and power supply equipment, with bids due September 24, 2026 at 11:59 p.m. CST (Solicitation 3000026713). A 5% U.S. manufacturing price preference applies under R.S. 39:1604.7 to products with manufacturing, final assembly, processing, or packaging occurring within the United States or its territories; bidders must submit a signed preference claim prior to bid opening.
The scope comprises eight FAA L-864 medium-intensity flashing red LED aviation obstruction lights and eight corresponding power supply units. Lights must operate on 24VDC with 2,000-candela luminous intensity, internal flasher electronics, and GPS sync capability, specified as equivalents to the Pharos Marine Automatic Power FA250LR-L-864/6. Power supplies must be PMAPI TRO524 equivalents or Pharos Marine Automatic Power 9010 0689/X units with 316 stainless steel enclosures, 100–240 VAC input, and 24V–5A output. All products must be new, current model, and carry the manufacturer's standard warranty. Bidders must specify manufacturer and model numbers for all products; failure to do so may result in bid rejection. Unit prices must include F.O.B. destination delivery and be quoted to two decimal places. The state reserves the right to award items separately or grouped and may reject all-or-none quotations.
Deliveries are scheduled for Monday through Thursday between 7:00 a.m. and 3:30 p.m. at the DOTD facility in Baton Rouge with 24 hours' advance notice. Products are subject to laboratory testing before final acceptance; the low bidder may be required to provide samples at their own expense within 10–30 days. Payment will be made within 30 days of invoice or delivery, whichever is later. Any resulting contract may be renewed for two additional 12-month periods at the same prices and terms, up to 36 months total. Vendor registration in LaPAC and Louisiana Secretary of State registration (for corporations and LLCs) are required prior to bid submission. Bids must be emailed to alice.smith@la.gov with the RFx number in the subject line.
