About this opportunity

The State of Ohio is requesting qualifications for architect/engineer professional services for the Miamitown Full Service Maintenance project under RFQ DOT-270001-AE, with submissions due September 30, 2026.

The scope encompasses design and construction administration services for a public facility project. Services must adhere to professional standards of care consistent with registered architects, landscape architects, professional engineers, and surveyors licensed in Ohio, with full compliance to Ohio law and the Owner's design standards.

The compensation structure consists of a Basic Fee paid monthly in proportion to services performed at each project stage, with five percent withheld until all deliverables are submitted and approved. Additional Services Fees are negotiated and capped at two-and-one-half times Direct Personnel Expense. Reimbursable Expenses are limited to pre-approved items without markup. The A/E must maintain records for seven years post-completion and utilize the state's web-based project management software if directed.

Insurance requirements include workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, professional liability insurance scaled to the construction budget (ranging from $1,000,000/$2,000,000 for budgets up to $25,000,000 to $10,000,000/$10,000,000 for budgets exceeding $100,000,000), and business automobile liability. The Owner retains full ownership of all A/E and Contract Documents. The agreement includes mutual waivers of consequential damages, suspension and termination rights for both parties, and dispute resolution procedures with final determination authority vested in the Ohio Facilities Construction Commission or designated Institutional Designee.
