About this opportunity
The Georgia State Financing and Investment Commission, on behalf of the Georgia Department of Transportation, is requesting qualifications and fee proposals for construction management at risk services for the District-7 Administration Office in Atlanta, with Statements of Qualifications due October 1, 2026 at 2:00 PM and fee proposals due October 26, 2026 at 2:00 PM. Davis Bacon Wage Requirements apply during construction due to federal funding.
The project replaces an existing Chamblee office with a new approximately 78,000-square-foot administration building adjacent to the Traffic Management Center at 935 East United Avenue, Atlanta. The facility will include staff offices, conference rooms, training assembly spaces, breakrooms, and support spaces. The construction phase is estimated at 14 months to material completion, with design services beginning October 2026 and construction documents completed in Q3 2027.
Minimum qualifications include a valid Georgia General Contractor's License, current Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, commercial umbrella liability coverage of at least $5 million, bonding capacity sufficient for the project, a current ratio of 1.0 or higher, and an Experience Modification Rating of 1.2 or less.
The preliminary Stated Cost Limitation for construction is $22 million, subject to revision based on final programmatic requirements and funding availability. The contract will be executed using the GSFIC Construction Management Agreement without modification. Selection is based on combined scoring: qualifications (25% stability, 45% experience and qualifications, 30% suitability) and fee proposals, with the highest combined score selected.
The procurement follows a two-step process. Finalist firms will be announced October 8, 2026. A mandatory pre-proposal site visit is October 14, 2026 at 10:00 AM. Finalist interviews are scheduled for October 27, 2026. The project incorporates Energy Efficiency & Sustainable Construction Act requirements and Georgia Peach certification with commissioning.
