About this opportunity
The District of Columbia Housing Authority (DCHA) is soliciting bids on door and window replacement and repair services across its public housing and affordable housing properties throughout the District of Columbia under IFB-32-2026, with bids due September 8, 2026 at 12:00 PM and a pre-bid conference on August 17, 2026 at 12:00 PM. The procurement is subject to Davis-Bacon prevailing wage requirements and HUD Section 3 compliance, including a mandatory 3% subcontracting goal for non-construction dollars to certified Section 3 business concerns.
Scope includes routine and emergency door and window services: window replacement, frame and balance repairs, energy-efficient installations, emergency board-up and glazing, caulking, weatherproofing, screen replacement, entry door replacement, interior and exterior door repairs, security door installation, hardware replacement, ADA-compliant upgrades, and weather stripping. All work must comply with HUD and DC building codes, OSHA safety standards, and include daily cleanup and debris removal. Contractors must submit fixed unit prices with all labor, supervision, materials, equipment, transportation, permits, inspections, and incidental costs included; DCHA will not reimburse separate costs.
The contract has an initial term of one year with two optional one-year renewal terms for a potential maximum of three years, with possible month-to-month extensions thereafter at DCHA's discretion. Minimum qualifications include District of Columbia licensure and insurance, five years of experience with similar services, demonstrated experience with multi-family residential properties, three professional references, appropriate bonding capacity, and OSHA and EPA lead-safe compliance. Contractors must maintain minimum commercial general liability of $1,000,000, automobile liability of $1,000,000, professional liability of $2,000,000, and umbrella coverage of $2,000,000, with DCHA listed as additional insured. Inquiries are due August 24, 2026 at 12:00 PM. Award is subject to DC Council approval if the aggregate contract total equals or exceeds $1,000,000 or involves multi-year terms. DCHA reserves the right to award to multiple contractors, reject any bids, and terminate for convenience with 10 days' written notice.
