About this opportunity
Virginia Housing Development Authority is requesting proposals for mobile on-site document destruction and shredding services at three Richmond and Glen Allen locations, with proposals due October 1, 2026 at 5:00 p.m. and award scheduled for October 5, 2026.
The scope encompasses delivery, installation, and bi-weekly on-site shredding at three sites: Headquarters (601 South Belvidere Street, Richmond), Virginia Housing Center (4224 Cox Road, Glen Allen), and Highwoods (4840 Cox Road, Glen Allen). The contractor must install twelve 65-gallon and one 95-gallon top-load containers at Headquarters; three stationary front-load consoles with one 95-gallon and one 65-gallon container at Virginia Housing Center; and eight stationary front-load consoles with three 65-gallon top-load containers at Highwoods, with completion by October 5, 2026. Services are scheduled bi-weekly between 10:00 a.m. and 3:00 p.m., using crosscut shredding certified for law enforcement and government use with all destruction occurring on-premises. The contractor must also destroy electronic storage media including hard drives, SSDs, USB drives, and memory cards.
Required qualifications include NAID (National Association of Information Destruction) certification, bonded and insured technician credentials, Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, Worker's Compensation, Employer's Liability of $100,000, and Automobile Liability of $1 million combined single limit, with Virginia Housing Development Authority named as additional insured. The contractor must provide at least three references with similar scope and size, submit Virginia State Corporation Commission identification, and provide certifications from the Virginia Department of Small Business and Supplier Diversity if applicable. Compliance with the Virginia Public Records Act and OSHA is required.
Pricing must be all-inclusive with no fuel surcharges; invoicing applies only to containers actually serviced. Virginia Housing reserves the right to add, remove, or modify containers and service schedules without penalty. Questions are due September 30, 2026 at 5:00 p.m. No incumbent is identified, and no contract renewal options are specified.
