About this opportunity

The Minnesota Department of Natural Resources is requesting bids for approach installation and site cleaning at Rock Ridge Wildlife Management Area in Cottonwood County, with responses due September 17, 2026 at 2:00 p.m. CDT through the Swift Portal. A 12 percent preference applies to Targeted Group, Economically Disadvantaged Business, and Veteran-Owned businesses certified by the State; eligible DEED/DHS providers receive a 6 percent preference.

The scope encompasses all labor, equipment, materials, tools, transportation, and disposal costs to construct a stable road approach and restore the site to a clean, maintainable condition. Specific cleanup tasks include dismantling and removing deer stands, eliminating rock piles, and collecting and disposing of scattered scrap metal. The work extends from Notice to Proceed through December 31, 2026.

The estimated contract value is $16,000. Responders must enter lump-sum bid prices directly into Swift at the unit line level; no price schedule document is required. Unit pricing must include all costs—labor, materials, tools, transportation, equipment, sales tax, use tax, and incidentals—necessary for completion.

Prime contractors must demonstrate experience completing at least one substantially completed contract of similar scope in aggregate parking lot construction and/or excavation work valued at $10,000 or greater since September 2023, with verifiable property owner references. Contractors must certify they have not been found in default or had a contract terminated for cause within the last 36 months. Building construction contractors must be registered with the Minnesota Department of Labor and Industry prior to award.

Responses must include Attachment A (Responder Declarations), Attachment D (Contractor Contact Information and Prompt Pay Discount terms), and Attachment E (Vendor Qualification Form). All responses must comply with Minnesota prevailing wage statutes (177.30-32, 177.41-44, 16B, and 16C). Non-Minnesota contractors are subject to eight percent withholding on cumulative calendar year payments exceeding $50,000 unless exempt. Award will be made to the lowest responsible vendor meeting all specifications and terms. Bid prices must remain firm for 180 days. Questions should be directed to Amy L. Archer at 218-328-8955 or Amy.Archer@state.mn.us.
