About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Luce Line State Trail Emerald Ash Borer (EAB) Tree Removal project located in Carver and Hennepin Counties, specifically near Watertown and Orono. The procurement seeks a contractor to safely cut down and remove debris from marked trees in two locations: Location #1 spanning 1 mile east from Paul Avenue in Watertown (approximately 300 trees) and Bid Alternate #1 covering 0.5 miles from Willow Drive to Brown Road in Orono (approximately 120 trees). Key deliverables include complete tree removal of dead ash trees along limestone bike and horse trails, with requirements to preserve trail integrity, chip or mulch tree debris, and follow invasive species prevention protocols. The solicitation requires electronic bid submission through the Swift Portal by April 23, 2025, with a recommended site visit available by contacting Rachel Henzen at 651-259-5875. Evaluation criteria emphasize selecting the lowest responsible vendor meeting all specifications, with the project scheduled for completion by June 27, 2025, and substantial completion expected by June 13, 2025.

The procurement includes provisions for diverse vendor participation, offering potential preference points for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Specifically, certified veteran-owned businesses may receive up to a 12% procurement preference. Bidders must provide comprehensive unit pricing covering all aspects of the project, including labor, equipment, materials, transportation, and incidental expenses. Insurance requirements are stringent, mandating workers' compensation, automobile liability, and commercial general liability coverage. While a specific total project budget is not explicitly stated, the solicitation requires vendors to include all associated costs in their unit pricing. Contractors must be registered in the Swift Portal system and may contact the Contractor Assistance Help Desk at 651-201-8100 for registration support. The state reserves the right to award items separately or by grouping, with the primary objective of selecting the most advantageous bid that meets all project specifications.
