About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for as-needed forest road grading services in the Backus Forestry Area, specifically covering Foothills and Pillsbury State Forests in Cass County. The procurement is a Request for Bid (RFB) solicitation divided into two bid groups, with contractors able to bid on one or both groups. The first group involves grading approximately 93.28 miles in Foothills State Forest, and the second group involves 75.36 miles in Pillsbury State Forest, with work to be performed every 3-4 weeks from mid-May through October. Contractors must provide a motor grader with at least 130 net horsepower and a 12-foot blade, operated by an experienced grader operator with a minimum of two years of experience. Key deliverables include two-pass grading of forest roads 12'-24' wide designed for 25 mph logging and recreational traffic, with additional hourly work potentially required. The solicitation requires comprehensive unit pricing that includes labor, materials, equipment, transportation, and all associated taxes. Bid responses are due electronically through the Swift Portal by March 18, 2025, with the contract effective from April 1, 2025, through December 15, 2026.
The solicitation includes provisions for Minnesota Resident Vendor status and a veteran-owned small business preference of 12%, applicable to the first $2,000,000 of the contract. Bidders must provide proof of insurance, including workers' compensation, automobile liability, and commercial general liability coverage. The DNR encourages vendors to note if they meet small business or diversity and inclusion criteria. While no specific incumbent vendors are listed, the state reserves the right to award the contract to a single or multiple respondents based on the lowest responsible bid per group. Evaluation will be conducted based on compliance with technical and operational requirements, with the DNR serving as the final determining factor for vendor qualification. No guaranteed miles or hours of work are promised, and the total project budget is not explicitly stated. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for support throughout the procurement process.
