About this opportunity
Minnesota Department of Natural Resources is requesting bids to monument and measure fixed-radius ground inventory analysis plots across approximately 1,487 designated locations statewide under RFB 2027 087, with bids due September 8, 2026 at 2:00 p.m. Central Time. Submissions are electronic only through the Swift Portal; email and faxed responses will be rejected.
The scope spans Phase 1 and Phase 2 plot measurements, P2+/Soils plots (May through September), Boundary Waters Canoe Area Wilderness plots, and Urban FIA plots distributed across 25 tracts. All work must follow the Northern Research Station Forest Inventory and Analysis Field Guide. Crew leaders require certification; specific certification levels depend on experience and plot type assignment. The contract term runs from Notice to Proceed through September 20, 2027.
Unit pricing must be all-inclusive of labor, materials, tools, transportation, equipment, sales tax, use tax, and all incidentals except DNR-furnished property. Bidders may bid on one, several, or all tracts, each awarded separately. Invoices are submitted in blocks of a minimum 12 plots with field completion dates no older than 28 days at submission and no older than 70 days within a block. Payment follows within 30 days of invoice receipt and plot inspection. A bonus incentive structure applies: 5% to 20% bonus for passing inspection scores of 92.0% or higher. Failed plots are unpaid. Maximum failure thresholds are one failed plot for contractors with fewer than 80 total plots, two failed for 81–160 plots, and three failed for 161+ plots; exceeding these thresholds triggers contract termination.
The estimated total contract value is $1,015,262.40 (neither minimum nor maximum). Quality assurance milestones require 50% completion by the third Monday in February 2027 and 100% completion by the third Monday in September 2027. The State reserves the right to limit plots awarded to a single contractor and dictate completion order. Federal funding from the U.S. Department of Agriculture Forest Service will pay or partially pay the contract, requiring USDA and Forest Service General Terms and Conditions compliance. For contract values exceeding $500,000, diverse spend reporting is required quarterly. Contractors with 40 or more employees must obtain a Workforce Certificate and, if applicable, an Equal Pay Certificate from the Minnesota Department of Human Rights. E-Verify certification is required for services exceeding $50,000. Questions are due August 19, 2026; contact Kathryn Renae Alfred at 507-233-1238 or Kathy.Alfred@state.mn.us.
