About this opportunity
The Minnesota Department of Natural Resources (DNR) Operations Services Division is seeking full design and cost estimating services from Minnesota-licensed engineers and architects for the Peterson Fish Hatchery raceway building remodeling project located in Fillmore County. The procurement involves comprehensive design services for partial demolition and replacement of an existing raceway pool, including removal of one end of the covering structure and redesigning the pool system to utilize existing artesian springs for gravity-based water flow. Required deliverables include detailed architectural plans for new raceway pools with concrete floors and walls, modifications to the existing raceway building, and complete cost estimates for the renovation. Respondents must be Minnesota-licensed engineers and architects capable of working with the challenge that original 1960s building plans are not available. The proposal submissions are due by 2:00 PM Central Time on April 17, 2024, with an anticipated contract term from May 2024 to May 2026, and potential extension options for up to an additional three years.
The State of Minnesota has established diversity and inclusion goals for this procurement, with preference points available for targeted group (TG), economically disadvantaged (ED), and veteran-owned (VO) businesses. While certification in these categories is not mandatory, businesses owned by minorities, women, veterans, and those with substantial physical disabilities are encouraged to respond. The estimated construction budget is $525,000, with an additional $75,000 DNR contingency, bringing the total project budget to $600,000. The solicitation includes provisions for informational reporting on business status, including small, minority, woman-owned, veteran, and economically disadvantaged business classifications. Respondents will be evaluated not only on their technical capabilities and design approach but also on their ability to represent the diversity of Minnesota communities. The contract will be awarded based on a comprehensive review of qualifications, proposed methodology, and alignment with the DNR's project objectives.
