The scope requires all labor, equipment, and logistics on an all-inclusive basis to grade gravel-surfaced roads, reestablish crowns for proper drainage, and apply ODOT 703 Aggregate limestone (Size #57) top-dressing with ADA-compliant surface layers across 23 separate work units at DNR properties statewide, including Appalachian Hills, Berlin, Cooper Hollow, Darke, Deer Creek, District 1 North, Fallsville, Highlandtown, Indian Creek, Killbuck, Killdeer, La Su An, Magee, Mosquito, Pickerel, Rush Run, Salt Fork, Spring Valley, and Wildlife Districts 2, 3, and 4 offices. The contractor must prepare an annual written work plan by April 1 with methods, materials, schedules, before photographs, and not-to-exceed cost estimates; document material quantities via weight slips or scale tickets; and invoice materials separately with an agreed markup. Work must be completed Monday through Friday under favorable ground conditions, excluding state holidays and designated deer hunting seasons. Incidental repairs such as potholes, shoulders, minor erosion, and small roadside features are performed only as directed by the agency; additional work (culverts, ditches, subgrade repairs) is performed on a time-and-materials basis with prior written approval. The contractor must attend initial and annual coordination meetings and maintain ongoing communication with the agency.

The contract term runs through September 30, 2027, with one-month renewal at the agency's sole discretion and subsequent mutual-agreement renewals not to exceed 48 months unless the agency determines additional renewal is necessary. Pricing must be all-inclusive and firm for the first 12 months; subsequent adjustments require detailed documentation of cost increases and 30-day advance notice. All work is subject to prevailing wage requirements established by the Ohio Department of Commerce, Division of Labor and Worker Safety. Bidders may bid on one or more work units; those bidding on multiple areas must demonstrate capability to perform simultaneously across different regions. Award is made to the lowest responsive and responsible bidder by low lot total per work unit.
