About this opportunity

Michigan Department of Natural Resources Forest Resources Division is requesting proposals for mastication and red pine salvage services across four sites in the Lower Peninsula, with proposals due July 29, 2026. The project encompasses 212 total acres affected by the 2024 ice storm, spanning three sites in the Atlanta Management Unit and one in the Grayling Management Unit.

Work must be completed between July 15 and November 1, 2026. The scope requires contractors to masticate all stems greater than 3 inches in diameter (both alive and dead, standing and down) with residual material not exceeding 4 feet in length, stumps no taller than 6 inches, and mulch spread evenly across each site. Recreation trails must remain free of debris. Equipment specifications recommend a mulcher running greater than 300 horsepower given site density and tree size. Contractors must appoint a dedicated Contractor Program Manager available during standard business hours (8:00 a.m. to 5:00 p.m. EST minimum) and contact MISS DIG at least 4 business days before beginning work. A mandatory kick-off meeting with the NELP Timber Management Specialist is required within 10 days of contract acceptance; contractors must provide completion notice and a final report detailing acres masticated at each location within one week of project completion. Site visits are strongly encouraged prior to bidding.

Pricing is firm for the entire contract term with adjustments possible only if supported by documented evidence of actual cost changes, subject to a negotiation period not exceeding 30 days. Liquidated damages are assessed at $5,000 plus an additional $100 per day for late or improper completion. Payment is made via Electronic Funds Transfer. Contractors must disclose any subcontractors with their qualifications and percentage of work performed. Environmental and sustainability requirements include identification of energy-efficient and bio-based products, hazardous chemical disclosure, mercury-free procurement, avoidance of brominated flame retardants, and confirmation that products do not intentionally contain PFAS unless disclosed with justification. A completed Confidential Treatment Form must accompany all proposals.
