About this opportunity
The Michigan Department of Natural Resources is requesting proposals for firefighter fitness testing services in the Upper Peninsula under RFP 260000002588, with proposals due October 23, 2026 at 9:30 a.m. Eastern Time and questions due October 15, 2026.
The scope includes administering annual physical fitness work capacity tests for DNR wildland firefighters, comprising health history collection, vital sign measurements, resting electrocardiograms, supervised fitness exercises (lateral pull-downs, sit-ups, push-ups, and multi-level aerobic treadmill tests), and post-test monitoring. Testing is estimated at up to eight individuals per hour during scheduled sessions from 7:30 a.m. to 3:00 p.m. Eastern Time. Three primary testing cycles occur annually: initial testing November through January, re-tests three and six weeks after initial failures, and additional testing for temporary officers in March and new hires as needed. The contractor must supply all equipment, including one ToughStuff Apollo 7000 Series (or equivalent) lateral pull-down machine and four variable-speed Landice L8 treadmills (or equivalent) capable of 4-level testing with 25% incline elevation, EKG machines, and padded surfaces. Facilities must include separate men's and women's dressing areas, a testing room minimum 15 feet wide by 30 feet long by 10 feet high with two 220-volt electrical outlets and proper ventilation, and a post-test resting area of similar dimensions.
Mandatory staffing requirements include Advanced Cardiac Life Support (ACLS)-certified health professionals, a registered nurse, and a physician for medical clearance. The contractor must maintain confidential test files for three years and provide results within two weeks of testing.
The contract term is effective on a date to be determined and may be renewed for up to three additional one-year periods at the State's discretion. Proposals are evaluated on a 100-point technical scoring system with an 80-point minimum threshold required for pricing evaluation. The State reserves the right to conduct on-site visits, oral presentations, and reference checks, and is not obligated to accept the lowest price.
