About this opportunity
The Minnesota Department of Natural Resources is requesting proposals for a licensed psychologist to conduct psychological fitness evaluations of applicants for the position of Minnesota Conservation Officer, a licensed Minnesota Peace Officer role, with responses due October 29, 2026. The contract covers fiscal years 2027–2029 (three years).
The scope requires the contractor to administer psychological tests to determine fitness for duty, provide detailed feedback on test results to candidates, and conduct additional assessments or interviews as deemed necessary to ensure applicants meet the Peace Officer Standards & Training Board (POST Board) requirements before peace officer licensure is activated by the DNR or any other agency. The contractor must hold current Minnesota licensure as a psychologist and comply with POST Board standards and protocols.
Cost proposals must be submitted separately using Attachment C Cost Detail form, with all-inclusive rates covering travel, mailings, fees, compensation, indirect costs, equipment, supplies, and other charges. The State will not pay more than 90 percent of contract value until final deliverables are reviewed and accepted, with the remaining balance paid upon satisfactory completion of all obligations. Payment is due within 30 days of invoice receipt.
The contractor must submit Attachment A (Responder Declarations), Attachment B (Exceptions to State's Terms and Conditions), Attachment C (Cost Detail), and Attachment D (Workforce and Equal Pay Declaration). Contracts exceeding $100,000 require a Workforce Certificate from the Minnesota Department of Human Rights; contracts at $500,000 or above require an Equal Pay Certificate, or documentation of exemption based on employee count. The State prohibits foreign outsourcing; all services and data processing must occur within United States borders. Commercial general liability insurance ($2 million per occurrence) and professional liability insurance ($2 million per claim) are required. E-Verify is required for newly hired employees if services exceed $50,000 in value. Proposals must remain open for acceptance for 180 days after the due date or until contract execution, whichever occurs first.
