About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for the procurement of a specialized boat package to be used for largescale fish mortality investigations. The solicitation seeks one Grizzly 1860 CC (Center Console) boat or an approved comparable vessel, specifically requiring a 60HP Mercury motor and matching boat trailer. The boat package must meet detailed specifications outlined in Exhibit C of the contract document, including a 2025 or newer model in forest green, measuring 19'2" in length with a 5' beam width, and equipped with Garmin electronics, a trolling motor, LED navigation lights, and a galvanized or painted bunk trailer. Delivery is scheduled for June 2, 2025, to the DNR MR R3 Central Region in St. Paul, Minnesota. Key deadlines include a May 5, 2025, 2:00 PM CT deadline for submitting questions to sheri.karpenko@state.mn.us, with responses to be provided via addendum, and a May 7, 2025, submission deadline for bids through the SWIFT Supplier Portal. Bidders must carefully review all contract documents and provide comprehensive details about the boat, motor, and trailer specifications.

The state actively encourages participation from diverse businesses, offering preferences for Minnesota-based small businesses owned by racial minorities, women, persons with disabilities, and veterans. The solicitation includes a Veteran-Owned Preference Form that allows certified veteran-owned small businesses to receive up to a 12% preference in state procurement. Additional diversity and inclusion questions are incorporated into the bidding process, demonstrating the state's commitment to supporting disadvantaged enterprises. While specific budget details are not explicitly disclosed, the contract is effective from May 5, 2025, to September 30, 2025. Bidders must complete several mandatory attachments, including Responder Declarations that require certifications of proposal accuracy, non-collusion, and potential conflict of interest disclosures. The state reserves the right to reject any or all responses and to award the contract to a single or multiple responders based on the established selection criteria. Potential vendors must register in the SWIFT Supplier Portal, a process that can take up to three days for review and account activation.
