About this opportunity

The Ohio Division of Natural Areas and Preserves (DNAP) is requesting proposals for follow-up support and data-dashboard training related to the Integrated Prioritization System (IPS) for the Big Darby Creek State and National Scenic River watershed, with proposals due August 12, 2026.

The Integrated Prioritization System is a modeling and assessment framework that integrates water quality, biology, habitat, land use, and pollution-source data to predict effects of stressors—chemical pollutants, habitat changes, and land use shifts—on stream and river conditions across the region. Big Darby Creek contains rare wildlife and several federally listed endangered freshwater mussel species; rapid urban and suburban development around the Columbus Metropolitan Area threatens these resources through increased stormwater runoff and impervious surface expansion. The IPS has generated data to guide local conservation prioritization. DNAP now requires consultant support to interpret final IPS outputs, engage jurisdictions implementing the system's findings, and integrate IPS results into a Big Darby Creek watershed conservation plan. The project has drawn stakeholder attention in the context of revising the 2006 Darby Accord in Western Franklin County.

The scope of work spans up to two years from July 1, 2026 through June 30, 2028 and includes assisting ODNR staff in interpreting stressor thresholds and results during outreach and collaboration efforts with jurisdictions and stakeholders. The contract encompasses multiple jurisdictions across Franklin County and the broader watershed.

The source does not specify an estimated contract value, evaluation criteria, incumbent contractor, or detailed procurement timeline beyond the August 12, 2026 proposal due date.

Project Background. The Division of Natural Areas and Preserves (DNAP) seeks support for the ongoing use and dissemination of the completed Integrated Prioritization System (IPS) in the Big Darby Creek State and National Scenic River watershed. The IPS is a modeling and assessment framework that integrates a wide range of information about water quality, biology, habitat, land use, and pollution sources that affect streams and rivers on a regional basis. The analysis predicts the effects of stressors such as chemical pollutants, habitat, and land use changes on water quality, habitat, and aquatic life. Big Darby Creek is among the highest quality rivers in the state, containing rare wildlife and several federally listed endangered species of freshwater mussels. These resources are threatened by rapid urban and suburban development and increased water resource utilization as the Columbus Metropolitan Area grows. Urban growth can generate much higher rates of stormwater runoff from accompanying increase in impervious surfaces, which can degrade stream habitat and increase harmful pollutants. The IPS has produced data that can help guide local decision making for prioritizing conservation projects. DNAP now seeks support interpreting final IPS outputs and responding to the needs of jurisdictions who seek to implement its findings. This project has drawn attention and scrutiny by stakeholders involved with the revision of the 2006 Darby Accord in Western Franklin County and many other watershed jurisdictions and stakeholders. Additionally, DNAP is preparing to work collaboratively with jurisdictions and stakeholders to integrate IPS outputs into a Big Darby Creek watershed conservation plan. The selected consultant will aid ODNR staff on continuing to interpret IPS results in this outreach effort. Scope of Work: It is anticipated that the scope of work could span up to 2 years, from 7/1/26 - 6/30/28

  • Assist ODNR staff in the interpretation of stressor thresholds, stressor importance rankings, and threat, susceptibility and restorability rankings generated within the IPS.
  • Provide training and assistance to ODNR and jurisdiction staff on accessing the PowerBI Data Dashboard that has been developed to house all IPS results.
    • Assist in the generation of reports or other exports for sub-watersheds or reaches to provide detail on local stressors of interest and inform local conservation, restoration, and policy decisions.

Prior Experience: The successful bidder will both describe and provide examples of how they meet minimum requirements for prior experience:

  • Completion of at least two previous IPS frameworks with 1) effect thresholds and databases to be utilized by watershed stakeholders 2) threat, susceptibility, and restorability rankings based on stressor thresholds and statistical analysis, and 3) development, use, and training for of a PowerBI Data Dashboard to house IPS results. Submit this information via links to online documentation or in report format for review.

Budget: Proposals are not to exceed $10,000. Completion Dates: The deadline for work is 6/30/28.
