About this opportunity
The Michigan Department of Military and Veterans Affairs (DMVA) is issuing a Request for Proposal for fencing and gate services across multiple state-owned military facilities, including Camp Grayling Joint Maneuver Training Center (360,000 linear feet), Fort Custer Training Center (125,000 linear feet), Alpena Combat Readiness Training Center (60,000 linear feet), and various Readiness Centers and armories throughout Michigan and the Upper Peninsula (70,000 linear feet), for a total of approximately 615,000 linear feet of fencing. Services to be procured include maintenance, installation of new fencing and gates, and clearing of fence lines in five categories: light clearing, medium clearing, heavy clearing, light vegetation clearing with fence disconnection, and medium vegetation clearing with fence disconnection. The contract encompasses post placement and replacement for multiple post sizes (2.875", 2.375", and 1.900"), fence fabric installation and replacement for various chain link and woven fencing heights (8', 6', and 4'), and gate installations ranging from 4' to 8' widths with single swing, double rolling, and sliding configurations, all requiring compliance with UFC 4-22-03 Security Fences and Gates Guidelines. Bidders may submit proposals for specific regions or the entire state. All work must be completed within 30 business days of order receipt during standard business hours (8:00 a.m. to 5:00 p.m. EST) with potential evening and weekend availability. Evaluation is on a pass/fail basis for the Statement of Work and Vendor Questions Worksheet, with pricing evaluated only for proposals passing all sections. Proposal questions were due March 6, 2023, with answers posted by March 10, 2023, and proposals are due April 7, 2023 at 3:00 p.m. Eastern, with an anticipated contract effective date of June 1, 2023.
The State reserves the right to award multiple contracts based on regional distribution of facilities and may consider qualified disabled veteran or service-disabled veteran-owned business status as part of the evaluation criteria. No incumbent vendor information is specified in the solicitation documents. There is no guaranteed minimum volume of work; all work is contingent upon National Guard Bureau funding availability, and the contractor shall not be compensated for overtime, holiday pay, or travel expenses. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence ($2,000,000 aggregate), automobile liability insurance of $1,000,000 per accident, and workers' compensation coverage per applicable law. The contract term is one year with the possibility of two additional one-year renewal options at the State's discretion, with pricing firm for 365-day periods and annual adjustments permitted based on documented cost changes and mutual agreement following 30-day review periods. Liquidated damages of $500 plus $100 per day apply for late or improper work completion. No subcontracting is permitted under this contract, and all work must comply with federal provisions applicable to contracts utilizing National Guard Bureau funding, including Contract Work Hours and Safety Standards Act requirements for contracts exceeding $100,000.
