About this opportunity

Pomona Unified School District is requesting bids for district-wide trash pickup and disposal services across fifty-two separate collection points spanning the City of Pomona, the City of Diamond Bar, and adjacent unincorporated areas of Los Angeles County, with sealed bids due October 19, 2026 at 10:00 a.m. A mandatory pre-bid conference on October 1, 2026 at 10:00 a.m. at the District Education Center is required; vendors who do not attend the entire conference will have their bids deemed non-responsive and returned unopened.

The scope encompasses collection and disposal of all solid waste generated by the District, including standard trash, organics recycling compliant with Senate Bill 1383, and green waste and industrial services. The District has published detailed pricing sheets for container sizes ranging from 2-yard to 40-yard bins with pickup frequencies from one to six days per week. Contractors must be licensed in both Pomona and Diamond Bar; furnish and maintain all metal bins (typically 3-yard, leak-proof containers with wheels); achieve at least 50% trash diversion with biannual documentation; and maintain at least 50% of the service fleet using alternative fuels (LNG, CNG, or biodiesel meeting SCAQMD Rule 1193). Contractors must also coordinate pickup times with District Maintenance & Operations and reduce pickup frequency during a six-week summer vacation period.

The contract term runs from November 19, 2026 through June 30, 2027, with renewal options for up to four additional one-year periods not to exceed five years total. Pricing must remain in effect for twelve months after award and may be extended for up to four additional twelve-month periods. Annual price increases are permitted per the Los Angeles Consumer Price Index with a maximum of 5% per contract term, and contractors may request rate adjustments to account for increases in county landfill dump fees. Contractors must provide a Performance Bond and Payment Bond equal to 100% of contract value and maintain General Liability Insurance of $2 million per occurrence and $4 million aggregate, plus Auto Liability Insurance of $2 million. The District will award to the lowest responsible and responsive bidder.
