About this opportunity

The Florida Department of Transportation, District Seven, is requesting bids for storm drain video inspection services across Hernando, Hillsborough, Citrus, Pasco, and Pinellas Counties, with bids due August 18, 2026 at 9:30 a.m. and public opening at 11:00 a.m. the same day. Current District Seven storm drain video inspection contract vendors are ineligible to bid—a decision-flipping exclusion that narrows the competitive field to new entrants.

Bidders must be Florida-registered businesses with five consecutive years of video inspection experience and demonstrable completion of at least three projects exceeding 5,000 linear feet within the past two years, with project fees between $5,000 and $500,000. Staff must hold current NASSCO certifications (PACP, LACP, and MACP). The scope includes video inspection of culverts, pipes, manholes, and inlets; maintenance and repair recommendations; and comprehensive evaluation reports. Estimated deliverables are 90,000 linear feet of video inspection, 30 assessment reports, and 25 manhole and inlet cleaning and sealing operations across multiple pipe diameters (0–24 inches through 61 inches or greater) and concrete box culverts. All deliverables must be provided in ESRI ArcGIS, MP4 video, and Microsoft Office formats via online distribution.

FDOT intends to award two contracts to the lowest responsive bidders. The contract term is two years beginning September 1, 2026, with potential renewal for up to three additional years upon mutual agreement and satisfactory performance. Compensation is established through unit rates submitted on the bid sheet under an indefinite-quantity term structure with work authorized via Letters of Authorization. A $50,000 performance bond is required; bidders must submit a current surety letter demonstrating bonding ability. General liability insurance must include $200,000 per person and $300,000 per occurrence bodily injury coverage, plus $200,000 property damage coverage. Technical questions are due August 12, 2026 at 1:00 p.m. Bids must be submitted electronically in PDF format to D7.Purch@dot.state.fl.us, and all bidders must be registered in MyFloridaMarketPlace by the bid opening date.
