The proposer must ensure seamless transition from the existing T-Mobile-operated DAS during a 90-day transition period and assume full operations of both existing and new networks upon commencement. The scope includes all necessary equipment, materials, supplies, and labor for design, build, procurement, implementation, management, operation, and maintenance. Construction documents, design plans, blueprints, and technical specifications are marked "For Official Use Only" (FOUO); proposers must execute non-disclosure agreements and obtain materials through a security-vetted process.
The contract term is 120 months with one optional 60-month renewal period at MDAD's discretion. The County requires a minimum annual license fee of $1.5 million subject to annual Consumer Price Index adjustments, plus a one-time privilege fee for operating the DAS. Evaluation assigns 800 points to technical criteria (proposer experience and qualifications, key personnel qualifications, financial capacity, and service approach) and 200 points to revenue criteria (proposed annual license fee and privilege fee). The current operator is T-Mobile.
