About this opportunity

The State of Hawaii Department of Health, Harm Reduction Services Branch is requesting proposals for Disease Intervention Specialist (DIS) training services, with proposals due August 7, 2026 and a contract ceiling of $29,999.99. The lead trainer must possess a minimum of 20 years of professional public health experience and prior service as a DIS, DIS supervisor, STI program manager, or CDC-recognized trainer, plus demonstrated experience training DIS staff from at least three public health jurisdictions with curricula matching CDC partner services training programs — a significant capability filter.

The scope comprises two in-person 3-consecutive-day training sessions on Oahu for 4–6 DIS trainees per session (minimum 5 hours, maximum 7 hours daily), followed by individual supervisory debriefing sessions not to exceed 4 hours each. The vendor must supply all training materials (slides, handouts, role-play scripts, job aides, work management guides), pre- and post-training assessments, attendance logs, trainee evaluation summaries, curriculum content outlines, and a final report documenting successes, challenges, and recommendations. Performance begins upon Notice to Proceed and concludes by February 28, 2027. Payment is made via State purchase order and processed only upon satisfactory completion of all deliverables as determined by HRSB; final invoices are due within 45 days of concluding in-person trainings. No advance payments are permitted.

The vendor must register with Hawaii Compliance Express prior to award and pay a NIC Hawaii administrative fee of 0.75% of the award (capped at $5,000). No subcontracting is permitted without prior written State approval. The contract operates under Hawaii Revised Statutes Chapter 103D, which requires the contractor to indemnify the State, comply with all applicable federal, state, and county laws and tax obligations, maintain confidentiality, and submit tax clearance certificates from the Hawaii Director of Taxation and the Internal Revenue Service as conditions of final payment.
