About this opportunity
The New York State Office of Addiction Services and Supports (OASAS) is soliciting proposals from MWBE and SDVOB vendors certified as Salesforce partners to design, configure, implement, and support the State Aid Subrecipient Monitoring Application (SASMA), a Salesforce-based digital platform, with proposals due August 10, 2026 under discretionary purchasing authority capped at $1.5 million.
This procurement is restricted to vendors certified as either a New York State Minority and Women-Owned Business Enterprise (MWBE) or a New York State Certified Service-Disabled Veteran-Owned Business (SDVOB), and must hold Certified Salesforce partner status. These dual certifications are mandatory eligibility gates.
SASMA will replace OASAS's manual, paper, and spreadsheet-based monitoring of subrecipient fiscal compliance and expense reporting. The platform will enable subrecipient provider organizations statewide to submit, track, and reconcile State Aid expenses against approved quarterly allocations, while enabling OASAS staff to review, validate, and approve submissions through a multi-level review workflow with role-based access, automated routing, audit trails, and risk-based monitoring. The system will use Salesforce Public Sector Solutions, Experience Cloud, OmniStudio, and Flow processes, with NY.gov ID for secure authentication.
The project spans five phases over approximately 16 months: Phase I (Discovery & Technical Design) producing a comprehensive Technical Design Document; Phase II (sandbox development and configuration) with Version 1 due October 1, 2026 (incorporating requirements defined by August 15, 2026) and Version 2 due July 1, 2027 (incorporating requirements defined by March 15, 2027), including risk assessment framework implementation; Phase III (user acceptance testing and production migration); Phase IV (system administrator training and technical documentation); and Phase V (gap remediation and formal project sign-off).
The anticipated contract term is up to four months, with a maximum contract value of $150,000. OASAS intends to award one contract.
