About this opportunity

The City of Durham Department of Transportation is requesting bids for on-call directional drill services for pavement marking installation at various locations within Durham, North Carolina, under IFB with bids due September 10, 2026 at 1:00 p.m., and a presubmittal meeting scheduled for August 20, 2026 at 1:00 p.m. via Microsoft Teams. Bidders must be prequalified with NCDOT for their specific discipline; the City has determined this to be specialty work, so a general contractor's license is not required.

The scope consists of directional drilled conduit (2-inch, 2,000 linear feet), tracer wire (2,000 linear feet), standard-size junction boxes (10 units), and oversize heavy-duty junction boxes (4 units). Work must conform to the North Carolina Department of Transportation Standard Specifications for Roads and Structures, January 2024. All work is performed at various locations within Durham during daylight hours, excluding weekends and holidays unless approved by the Engineer. Contractors must commence operations within two weeks of Notice to Proceed and are subject to liquidated damages of $600 per calendar day for failure to meet specified completion deadlines.

The contract period is one year from Notice to Proceed with two one-year renewal options at the City's sole discretion. Unit prices are automatically adjusted by two percent (rounded up to the nearest tenth-dollar) for each renewal period. Bids must include prevailing livable wage rates per the City of Durham. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and workers' compensation insurance with $1,000,000 employer liability limits. Performance and payment bonds are required if the bid exceeds $500,000. Retainage is five percent until project completion reaches fifty percent; no retainage applies to contracts under $100,000. Award will be made to the lowest responsible, responsive bidder. Questions are directed to Jonathan Brown at jonathan.brown@durhamnc.gov or 919-560-4366 ext. 36485.
