About this opportunity
The City of Jacksonville, North Carolina is soliciting bids for construction of a digital sign structure under an informal bid process, with bids due September 7, 2026 at 2:00 p.m. EST and a pre-bid meeting and site visit on August 17, 2026 at 10:00 a.m. EST at the Transportation Conference Room, 1300 N. Marine Boulevard.
The scope comprises a 12-foot by 6-foot 8-inch brick sign with a single LED digital display, with an alternative option for a double-sided LED digital display. All work must be completed within 60 consecutive calendar days from the Notice to Proceed; liquidated damages of $150 per day apply for each day beyond the deadline. The contractor must obtain all necessary permits and licenses, maintain erosion and sedimentation control, and provide an 18-month warranty following City acceptance.
Bids exceeding $100,000 must include Certification Regarding Lobbying, Buy America Compliance Certification (or Non-Compliance Certification), and Debarment, Suspension, and Ineligibility Certification. The contractor must comply with E-Verify requirements under North Carolina General Statute 143-133.3. Required insurance includes Comprehensive General Liability ($1,000,000 Single Limit / $2,000,000 Aggregate), Comprehensive Automobile Liability ($1,000,000 Single Limit), Excess Liability/Umbrella ($1,000,000–$2,000,000 Single Limit), and Builder's Risk All-Risk Insurance for 100 percent of the contract amount, with Workers' Compensation at North Carolina statutory limits. The City of Jacksonville must be listed as an Additional Insured on all liability policies.
The City Council will award the contract based on which bid or bids appear to be in the Owner's best interest; no public bid opening is scheduled. The contract is governed by North Carolina law, and disputes are subject to non-binding mediation under Senate Bill 914. Bids should be submitted to Chris Coursey at the Transportation Services Department, Jacksonville City Hall, 815 New Bridge Street, Jacksonville, NC 28540.
