About this opportunity
The Michigan Department of Health and Human Services (DHHS), procuring through the Department of Technology, Management and Budget (DTMB), is requesting proposals for a contractor-hosted SaaS income and employment verification service under RFP 260000002210, with proposals due July 30, 2026 at 12:00 p.m. Eastern Time. A 20 percent Goods and Services Locally Disadvantaged Business Enterprise subcontracting requirement applies, measured by contract dollar value.
The scope is a 24/7 secure, automated web-based portal enabling clients to access real-time or near real-time income and employment verification. The solution must integrate with MI Bridges, Bridges, and MiLogin systems; retrieve payroll and employment data from authoritative sources including payroll systems, payroll processors, employer APIs, and unemployment/disability benefits; support REST or SOAP APIs; deliver two-second-or-less response times; maintain 30-minute session inactivity timeouts; provide historical data access from 30 days to 72 months; verify all earned income types including W2, 1099, and self-employment income; support SAML 2.0 and OpenID Connect federated identity protocols; and include client-facing consent workflows. The contractor must also support both nightly API processes and real-time on-demand lookups, collaborate on technical working sessions and testing, and provide toll-free support Monday through Friday, 8:00 a.m. to 8:00 p.m. EST with emergency contacts available outside scheduled hours.
The contract term is three base years plus three one-year renewal options. The State anticipates transaction volumes based on current use of similar services, with details in Schedule A, Section 11. The State prefers flat fixed-rate pricing with potential volume-based tiered discounts but remains open to alternative transactional or tiered pricing models, requesting pricing per 100,000 individuals for non-license-based models.
Technical evaluation is weighted as Vendor Question Worksheet (10 points), Statement of Work (30 points), Business Specifications Worksheet (30 points), Service Level Agreement (10 points), and Data Security Requirements (20 points). Proposals scoring 80 or more points proceed to price evaluation. The State reserves the right to conduct site visits, proof-of-concept meetings, oral presentations, and interviews, and may award multiple contracts or negotiate terms with one or more bidders. Anticipated contract start date is September 30, 2026.
