About this opportunity

The Commonwealth of Pennsylvania Department of General Services is soliciting competitive sealed bids from financial entities for financing of multiple Guaranteed Energy Savings Act (GESA) projects under a Master Installment Purchase Agreement, with bids due August 18, 2026 at 2:00 p.m. EST.

All bidders must hold a current and active PA Vendor Number registered through the Pennsylvania Supplier Portal. The financing term runs for twenty-four months from the effective date of execution or until $100,000,000 has been financed, whichever occurs first. The Department may extend the term for an additional twelve months or increase the financing amount by up to an additional $30,000,000 upon mutual written agreement.

The scope covers tax-exempt lease financing for energy conservation projects at Commonwealth facilities and state agency locations within Dauphin County and Harveys Lake Borough. Individual GESA projects must equal or exceed $100,000. Payment structures are monthly or annually on a level-payment basis with a maximum twenty-year term per project, commencing twelve months after final project completion. Each funding agency submitting a project schedule remains responsible for payments and must demonstrate sufficient appropriations during each fiscal period; failure to appropriate funds results in automatic termination without penalty.

Award will be made to the responsible bidder offering the lowest interest rate, market index spread (basis points), and other fees. Pricing is determined by the bidder's submitted interest rate and spread, with individual project financing rates fixed at the acceptance date of each schedule using the awarded interest rate adjusted per the Index specified in the bid. The successful bidder must execute the MIPA within ten days of receipt. The Commonwealth retains the right to obtain financing outside this MIPA and makes no exclusive financing commitment to the awarded bidder.

All bidders must comply with Commonwealth Standard Terms and Conditions, including Enhanced Minimum Wage provisions, nondiscrimination requirements, and contractor integrity standards. Questions in writing are due August 11, 2026 to retomlinso@pa.gov. No pre-bid conference is scheduled.
