About this opportunity
The Massachusetts Department of Fire Services is issuing a Request for Information for an integrated cloud-based software platform supporting Academy Management System (AMS), Learning Management System (LMS), and Training Management System (TMS) capabilities for the Massachusetts Firefighting Academy, with responses due September 7, 2026 at 2:00 PM Eastern Time.
The platform must serve three primary MFA campuses (Stow, Springfield, and Bridgewater) and support up to 400+ remote fire department locations statewide. Core functional requirements span administration, learning, and training management including certification tracking, multi-campus scheduling, compliance reporting, workflow mapping, equipment and resource scheduling, and data management, with independent curriculum control retained by MFA. Respondents must confirm platform support for at least 70% of MFA's stated requirements. The platform must comply with Commonwealth Enterprise Information Security Standards, Web Content Accessibility Guidelines (WCAG) 2.1 Levels A and AA, and the Commonwealth's Enterprise Use and Development of Generative Artificial Intelligence Policy.
Evaluation weighting across ten capability categories is: Academy Management Administration Readiness (14%), Workflow Enablement Capability (14%), Multi-Campus Operation (14%), Supplier Solution Components (14%), Curriculum Independence (10%), Supplier Financial Stability (10%), Ongoing Support Services and Training Platform (9%), Low Implementation Complexity (5%), Consulting Resources for Onboarding (5%), and Public Safety Domain and State Adoption (5%).
The Commonwealth anticipates an 18-month project timeline and reserves the right to issue one or more future procurement solicitations based on RFI responses. This RFI does not commit to contract award or reimbursement of response costs. Questions are due August 14, 2026; posted answers are estimated by August 21, 2026. All responses become public record. The RFI requests detailed information on platform components, implementation services, accessibility alignment, current deployments, comparable projects, third-party dependencies, cost structure, training approaches, and support models across functional capability areas.
