About this opportunity

The City of Los Angeles Community Investment Department is requesting development proposals for two city-owned properties—the Pacoima Lifestyle Center (approximately 50,000 square feet at 13269 Van Nuys Boulevard) and the MEND Building (approximately 24,000 square feet at 13460 Van Nuys Boulevard)—with proposals due September 17, 2026 at 5:00 p.m. A mandatory virtual pre-proposal conference is scheduled for August 18, 2026 at 11:00 a.m. via Google Meet. The City invites proposals for either or both sites and will enter into an Exclusive Negotiation Agreement (ENA) with the selected developer, potentially leading to a Disposition and Development Agreement (DDA).

Mixed-use redevelopment incorporating housing is required. The Pacoima Lifestyle Center must comply with Surplus Land Act requirements: no less than 80% of the parcel dedicated to housing with at least 40% of units restricted to households earning 60% AMI. The MEND Building may meet alternative exemptions including 100% affordable housing or mixed-use development with no less than 300 residential units and 25% restricted to lower-income households at 50% AMI. The City prefers buildings no taller than eight stories for the Lifestyle Center and seven stories for the MEND Building, subject to applicable entitlements. Developers must commit to local hiring of at least 30% of construction hours from City residents within designated zip codes and 10% from transitional workers.

Proposers must demonstrate financial feasibility and realistic construction commencement within 24 months of award. The City anticipates selecting a development team in October 2026 following interviews scheduled for the week of September 28, 2026. The City prefers a 55-year ground lease with extension options. Fair Market Value will be determined by MAI appraisal unless community benefits offset property value, as determined by the Office of the City Administrative Officer. Evaluation criteria are development team qualifications (40 points), financial capacity (30 points), proposed development and design (20 points), and interview performance (10 points). Written questions are due by August 21, 2026, with final responses posted by August 27, 2026.
