About this opportunity

The Detroit Housing Commission is requesting qualifications from affordable housing development partners and construction companies to support joint venture partnerships preserving and repositioning its portfolio of federally subsidized units across ten properties totaling 1,340 units, with proposals due July 17, 2026 at 1:00 p.m. EST and a virtual pre-bid meeting on June 17 from 1:00–3:00 p.m. EST.

DHC requires respondents to demonstrate significant experience with HUD repositioning programs including RAD (Rental Assistance Demonstration), Section 18, and blended programs; affordable housing rehabilitation of 500–800+ units; financing expertise with HUD, CDBG, LIHTC, and other affordable programs; and construction expertise for comparable project scales, with preference for developers with experience in Detroit or comparable cities.

The target properties are Algonquin (12 units), Greenbrooke (32 units), Harriet Tubman (200 units), Riverbend (95 units), Schaefer (20 units), Smith Homes (156 units), Sojourner Truth (186 units), State Fair (200 units), Warren West (143 units), and Woodridge Senior Villages (296 units). Physical Needs Assessments indicate redevelopment costs ranging from $1.39 million to $26.1 million per property, with per-unit costs between $62,012 and $126,224. DHC intends to use HUD's RAD program to transition properties from conventional public housing to project-based Section 8 vouchers, leveraging tax-exempt bonds with 4% or 9% LIHTC credits and conventional debt.

Responses must not exceed 20 single-sided pages before attachments and include a fee schedule with firm and fixed costs valid for 120 days following submission. All submissions are made online via BidNet. Evaluation is weighted as follows: Quality and Experience of Development Team (50 points), Resident, PHA, and Community Involvement (10 points), Development Vision (15 points), and Business Terms (25 points). DHC requires that the selected developer maintain DHC's majority ownership and control of assets and offers three property management models, with DHC indicating preference for DHC-managed or hybrid-managed options. Written questions are due June 24, 2026 at 5:00 p.m. EST. DHC reserves the right to reject any or all proposals, make multiple awards, or negotiate with finalists and will not award to debarred or suspended respondents.
