About this opportunity
Miami-Dade County is soliciting proposals from experienced developers for Transit Oriented Development of approximately 5.6 acres of County-owned property adjacent to the SW 296 Street TransitWay Station, with proposals due August 17, 2026 and a pre-proposal conference on July 15, 2026 at 10:00 a.m. via Zoom. The Strategic Procurement Department is procuring on behalf of the Department of Transportation and Public Works and the Department of Housing and Community Development.
The development site contains a 139-space surface parking lot and vacant, unimproved property intersected by SW 296th Street. Approximately 2.21 acres of optional parcels north of SW 296th Street with existing surface parking are available for optional redevelopment. The property is situated in unincorporated Miami-Dade County, is primarily within Flood Zone X with a portion in Flood Zone AE-9, and lies within the Redland/Leisure City Brownfield Area. The County offers the property on an "as-is" basis with the developer responsible for all due diligence, environmental assessments, remediation, utility location and relocation, off-site improvements, permitting, financing, construction, insurance, and bonding.
Developers must include a minimum of 12.5% workforce housing units (up to 120% of Area Median Income) and are encouraged to maximize affordable and workforce units. If the optional site is developed, developers must provide a minimum of 200 permanent parking spaces exclusively for transit patrons at no cost to transit patrons or the County. Upon successful selection, the County will award a Development Agreement with long-term ground lease(s) having a total maximum term of 99 years with periodic renewal terms to be established during negotiation.
The Competitive Selection Committee will evaluate proposals on 1,400 points maximum per committee member across technical criteria (project plan and approach, proposer experience and past performance, key personnel, market and financial viability, project schedule, financial strength and capacity, sustainable building design, quantifiable community benefits, other quantifiable County benefits) and financial criteria (proposal price schedule and financial contribution to the South Dade Trail Project). Evaluation is anticipated for the third quarter of 2026 with projected award in the fourth quarter of 2027. Developers must submit 15-year pre-development and 30-year pro forma cash flow analyses.
