About this opportunity
The City of Jacksonville is requesting proposals for the development, management, programming, and operation of athletic fields at Taye Brown Regional Park, 13951 Normandy Boulevard, Jacksonville, Florida, with proposals due August 28, 2026 at 4:00 p.m. EST. The contractor must hold 501(c)(3) or 501(c)(4) status with the State of Florida — a mandatory eligibility requirement that filters the competitive field to nonprofit organizations.
The scope encompasses facility design and development; year-round management and programming of multi-sport athletic fields (baseball, football, cheer, lacrosse, rugby, soccer, and other team sports); operation of concessions, restrooms, and equipment rooms; and recreational and athletic programming at no or minimal cost to participants. The contractor must demonstrate a minimum of two years of experience in similar programming and operations and maintain liability insurance throughout the contract term. All staff must be 18 years or older and comply with the City of Jacksonville's Background Screening Policy under Florida Statutes Chapters 435 and 943. All fees and public charges require City written approval; sponsorship and naming rights also require Director approval.
The City will provide water, sewer, and electric utilities, major system maintenance and repairs, mowing and landscaping, roof and structural repairs, and dumpster service. The contractor bears responsibility for restroom and building cleaning, trash removal, lawn and grounds maintenance, security and alarm monitoring, and all communications costs. No fixed contract amount is specified; the RFP is non-revenue-generating and does not identify a baseline financial commitment from the City.
Evaluation will be multiattribute scoring across experience (30 points), program description (30 points), financial stability and budget (25 points), and marketing, measurement, and tracking (15 points). A non-mandatory pre-bid conference is scheduled for August 17, 2026 at 1:00 p.m. via video meeting. Questions are due August 21, 2026 at 1:00 p.m. The contract term is unspecified; either party may terminate with 30 days' written notice.
