About this opportunity

The City of Raleigh, North Carolina is requesting qualifications for design services for the NRRRF Headworks Improvement Project, with proposals due August 10, 2026 at 3:00 p.m. EST. This procurement is governed by North Carolina General Statutes Chapter 143 Article 3D (Mini-Brooks Act) for architectural, engineering, and surveying services, which means price is not a determining factor in selection.

The scope includes design of new process equipment for the existing Headworks facility at the Neuse River Regional Wastewater Treatment facility, specifically replacement and upgrade of fine screen equipment including screening conveyors, compactors, rolling dumpster sites, and addition of a third screen. The design must also address a hydraulic evaluation of the influent channel and potential modifications for even flow distribution. Phase 2 may include grit removal system upgrades, grit pump replacement, water line replacements, septage receiving station upgrades, and equalization pump station rehabilitation. The contract term will be defined by the City upon award with a specified completion date for all services.

The evaluation committee will assess submissions using the following weighted criteria: team firm experience and qualifications (35%), project approach (30%), project understanding (15%), corporate background and experience (10%), firm financial stability (5%), and format/compliance (5%). Proposers must submit one signed original, five hard copies, and one electronic PDF version not exceeding 12 pages, including a cover letter, corporate background with three references from similar projects in the past five years, recent financial statements or CPA certification of financial viability, project understanding and approach, team composition with resumes, and an hourly rate schedule. Hourly rates must be submitted in a separate sealed envelope and are evaluated separately from qualifications.

A pre-submittal conference is scheduled for July 13, 2026 at 1:00 p.m. at the NRRRF facility; attendance is strongly encouraged but not mandatory. Written questions are due July 27, 2026. Anticipated selection announcement is August 25, 2026.

Opportunity text

The project will consist of new process equipment for the existing Headworks facility at the NRRRF and associated items described in section 4. The August 2022 NRRRF Headworks Master Plan identified the need to provide design and upgrade of several areas due to general degradation and assets reaching the end of their useful life span. The project included the replacement and upgrade of the current fine screen process equipment including but not limited to screening conveyors, compactors and rolling dumpster site. The project also includes adding a 3rd screen.
