About this opportunity
Lincoln County, North Carolina is requesting qualifications for design services for Patriot Park, a passive recreation project on approximately 40 acres adjacent to the East Lincoln Branch Library in Iron Station, with statements of qualifications due October 29, 2026 by 5:00 PM. This is an RFQ (RFQ 1029-2026), not a sealed-bid procurement, and the County reserves the right to modify, eliminate, defer, combine, or add tasks based on project findings, stakeholder input, regulatory requirements, and funding availability.
The scope spans architectural, engineering, and construction phase services: project management, planning and concept refinement, design and permitting, and bidding and construction administration. Deliverables include technical memoranda, meeting materials, concept exhibits, opinions of probable construction costs, permit applications, design documents, specifications, bidding documents, and construction administration documentation. The western portion features an approximately 4,000-square-foot administrative building, accessible playground, Freedom Charter and garden plaza space, paved walking trails, entrance drive and parking, an amphitheater, and an optional 8,000-square-foot paved pump track. The eastern portion includes Highway 73 entrance, parking, restroom building with storage, pickleball courts, tennis courts, half-court basketball facility, lighting, and paved trail connections. Respondents must coordinate all required subconsultants and technical disciplines, with particular emphasis on structural, electrical, and soil bearing capacity expertise.
Respondents must submit a single electronic PDF on a flash drive limited to 40 pages total, including company overview, length of time in business, summary of qualifications and technical competence, description of project understanding and approach, primary office location with personnel availability, and a list of proposed sub-consultants. Written questions and clarification requests are due by 5:00 PM on October 19, 2026; the County will issue addenda by 5:00 PM on October 23. Selection is based on qualifications review; the County may conduct interviews or make direct selections. The contract term will be specified in the executed agreement; if not defined, the term is twelve months with possible extension up to five years. Respondents must comply with North Carolina employment verification requirements, Iran Divestment Act provisions, and Israel-boycott divestment certifications. The County will be named as an additional insured.
