About this opportunity

Imperial County Department of Public Works is requesting proposals for design engineering services for the Niland Sidewalk Improvements project (County Project No. 7363), with proposals due July 30, 2026 at 3:00 PM through PlanetBids and questions due July 23, 2026.

The scope includes surveying, right-of-way research, and coordination with property owners, Caltrans, Imperial Irrigation District, and other utility agencies for permitting and development of plans, specifications, and cost estimates. The project involves approximately 3,700 linear feet of new sidewalks, thirteen high-visibility continental crosswalks at five intersections (ten new and three replacements), curb and gutter, driveways, ADA-compliant curb ramps, cross gutters, and in-fill pavement in Niland, approximately four miles north of Calipatria and 4.5 miles east of the Salton Sea. The consultant must comply with current Caltrans Standard Specifications and Standard Plans, the latest California Manual on Uniform Traffic Control Devices, and the latest edition of the Standard Specifications for Public Works Construction (Greenbook) for asphalt concrete and other applicable materials. Work must incorporate the respective standards of Caltrans, Imperial Irrigation District, and other utility agencies into the County's boilerplate special provisions.

The estimated construction cost is $1,478,626, funded through the Congestion Mitigation and Air Quality (CMAQ) Improvement Program with local County matching funds. The cost proposal must be submitted as a separate file with a not-to-exceed fee based on fully burdened hourly rates by project phase, including preconstruction and construction services. The contract extends from award through completion of all design services with dedicated full-time personnel as needed. The County will pay invoices within 30 days and retain 5% of each invoice until Notice of Completion is recorded.

All contractors and subcontractors must be registered with the California Department of Industrial Relations prior to the proposal deadline. The consultant must provide evidence of required insurance coverages prior to contract execution. Consultant selection is anticipated in September 2026, with contract award and Notice to Proceed in October 2026. The evaluation committee will assess technical approach, project management capacity, references, familiarity with local and state procedures, and cost, with final selection subject to Board of Supervisors approval.
